The Mikoyan-Gurevich MiG-23 is a Soviet supersonic fighter aircraft developed in the 1960s. It was designed as a multirole close-air combat aircraft and as an air defence fighter. The MiG-23 is equipped with a turbocharged engine that allows it to reach speeds of up to 2,500 km/h, and is also capable of high-speed maneuvering. The aircraft has also been equipped with advanced radar and electronic systems to track and destroy targets. The aircraft has been used in more than 30 countries and has been deployed in many conflicts around the world, including the Gulf War and the Soviet war in Afghanistan. It was also used in many other conflicts in the 1980s and 1990s. The MiG-23 was a highly successful aircraft that was admired for its high speed and maneuverability. However, it also had several limitations, such as limited flight endurance, which meant that it had to be escorted by tanker aircraft. It also had a limited ability to operate at low altitudes, which meant it was vulnerable to anti-aircraft defences.

In 1994, the Czech Air Force operated 17 MiG-23ML Flogger aircraft. These aircraft were quite obsolete at the time, but were still used for flight training and airspace defence. The aircraft were deployed within NATO to protect the airspace over the Czech Republic. In 1997, the MiG-23ML Flogger aircraft were retired from service by the Czech Air Force and replaced by more modern aircraft. Mjr. v.v. ing. Vladimír Teichert was a pilot of the Czech Army Air Force and was nicknamed "TÝČR". He was born in 1968 and joined the Air Force in 1991. After completing basic pilot training, he flew the L-39 Albatros and then the MiG-21 and MiG-29 fighter aircraft. He was a member of the 1st Fighter Aircraft Regiment in České Budějovice, where he served as a pilot and later as a squadron commander. He had a number of training exercises and international operations, including operations in Bosnia and Herzegovina and Kosovo.
